Full Boost but weak response?

Manual tranny: Every now and then, but rarely, if changing into a higher gear a bit early (shift at about 2800-3000rpm) I notice that if I floor it, the boost quickly goes a little into the red (as normal) but the response in acceleration is not there (no kick). What causes this? Usually happens in higher gears.
