The torque output of the engine is RPM dependent. Max torque on the 9-3 is from 2100 rpm to 4600 rpm. So if your shift puts you below 2100 rpm, you're not going to get much out of the engine, no matter how much extra air you're pumping into it. Same reason you can't just start the car in 5th :)
