Is this your Saab garage your dealing with? If you have a local shop that specializes in suspension work and alignments, go there. We have a reputable one on our town; for $20 they'll do a complete underside evaluation. Don't even mention the bent axle story. Just explain the steering wheel offset and ask for their assessment. If they say it simply needs an alignment, go for that & evaluate the results. Sounds like someone's trying to get $2500 out of you.
I plead ignorance regarding the steering mechanisms on these cars, but I can tell you this... I have an old '60s car that I the strng whl was at 5-10 deg when running straight. Turned out all I had to do was remove it and put it back on its spline shaft in the correct position! Is it possible the Saab has a spline shaft or a clamp on the steering shaft that can be properly oriented just by unclamping, moving, reclamping? Maybe I'm talking out of my head, but I always look for the simplest solution first.
