Today's random thought...oil coolers

Up under my '99 9-3 this morning removing the turbo silencer and checking for leaks after yesterdays oil change and I started poking around to see where the lines ran into and out of the oil filter mount. The "oil cooler"
on the 9-3 is nothing more than a single loop under the intercooler. It's not even in the airflow stream for the intercooler. This seems rather ineffective. I suppose, the only benefit being and increase in oil capacity. Granted, it routes the oil out of the engine bay but there is not what would normally be considered a heat exchanger. I can't even tell
what the material is. Seems to be lacquered black. I would guess it's brass. Does anyone have thoughts or knowledge on this. Anybody install a "real" cooler?
With the minimal openings on front ends these days and a turbocharger, I expected a better attempt at shedding heat from the oil system.
