You've got it backwards. You have to push the center part of the rivet in. A #0 Phillips screwdriver, a small Torx driver, or even a ball-point pen will do the job. Once the center part is pushed in, you can just grab the bottom of the glove compartment and pull it down. Shine a flashlight under there so you can see exactly what you're doing. When you go to put the rivet back in, the center part does need to stick out, because you'll push it in to lock it.
