I've found that the Automatic in the '03 93-SS is somewhat poorly programmed. There are lots of awkward shifts, very poor 3rd gear torque lockup logic (try holding around 2500-3000 RPM in third and slowly let off the gas and you'll see what I'm talking about). Considering GM must have had a hand in the devleopment of this unit I'm not impressed. GM generally has amongst the best auto trannies in the business.
I'd guess that it's a programming issue, probably not anything to worry about - maybe updated software will fix it some day??
