it is recommended by experts (it don't recall the source, but you should be able to find a few) to us swimming pool noodles cut to necessary length. we have used these and they work very well for less than a couple dollars.
also, put your foot in it. compress the car seat into the vehicle as much as you can. you want the seat to become a part of the car. i have seen crash tests in our birth classes with properly installed (ie very snug) seats. they move A LOT. you should not be able to move the seat more that an inch when tugging on it hard after installation.
definately use the top tether. it really cinches things down.
otherwise in case you haven't purchased a seat yet, we have picked up a couple denim britax wizard car seats. they are a brand new design and the first designed for side impact protection. the wings on the headrest have proven wonderful for a napping child also.
