Jeez, Louise, man....straighten a paperclip and fix the washer nozzle yourself.
Re: vibration...Are you talking about the spoiler (mounted on the trunk lid) or the air dam (mounted under the front bumper)? You'll need to be specific when you report this problem.
Your e-brake SHOULD be pulled all the way, but this is definitely NOT advisible in the winter. Older Saabs were notorious for having frozen parking brakes in the winter. Leave it in gear and angle your wheels toward the curb.
The DC socket is held in by a retaining clip or nut that can be adjusted (i think) by taking out the ash tray. Try that.
The SID problem is strange, but the blizzard should have done anything to it. Here in Boston we got a lot more snow than you did and my 97 SET is fine. You may have gotten some sort of a short if you plowed into a snow bank or something...
