2004 9-3 purchase issue, advice requested (long)

I test drove a 2004 9-3 Aero today with my wife, I have been researching the Aero for a very long time and due to the current combined incentives I got am excellent price quoted to me: $32500 with auto, touring, xenon lights, moonroof.
The one problem with the car (thankfully noticed by my wife's keen eyes) is a significant scratch across the lower portion of the hood and a bunch of small scratches on the bumper. The dealer quickly countered saying it was done due to the snow removal from our recent storms, he is going to replace the hood and bumper and it will be "good as new".
I put down a refundable deposit and I am going Tuesday afternoon to pickup and possibly finalize the deal. Are there any long term consequences to this scratch issue? Should I do the deal?
