Mark, You're about to dump serious money into this car so take your time and think beyond incentives. Trust me I know. When I bought my '97 SE, my wife noticed many thing I couldn't see because I approached the whole thing thinking with my "heart". The tires were completely shot and as a result the cabin was noisy to the point I couldn't hear her talking to me during the test drive. Mind you I got 2 mechanics to check the car prior to purchase but I was nonetheless bias towards the Saab. All these things had to be dealt with after the purchase on my own expense.
My advise to you is to visit the car in mid day light and go around it carefully noting every little imperfection. You might be surprised there could be more than what you know now. You can still buy the Saab but based on your collective knowledge. Personally, a scratch on the hood screams "vandalism" and no more. You mention he'd agreed to replace the hood, I believe he's only repainting but double check for your safety of mind.
