Rough idle when turning steering wheel

2000 9-3 90k miles
Out of the blue, at startup, I have a rough idle (~800rpm) and the car will stall if I don't step on the accelerator. Once the car warms up, then the base idle is too high (~1500). There is a CEL and the code is p1230.
I've read the archives, which has led me to believe this has something to do with the throttle body. I have added Techron and changed the plugs (NGK 6's properly gapped), and air filter. I'm planning on changing the fuel filter today, though I doubt that would fix the problem...and I will clean the throttle body also.
Anyway, here is the reason I write: I notice that since I've been having these problems, when the car is in neutral and at a stop, if I turn the steering wheel all the way to the left or right, the idle drops ~300-500rpm.
If the problem is the throttle body, as I suspect, how does this relate? What could cause this?
