With a cold engine, move the wastegate lever and see how that feels. It takes a lot of force to move it. You may have to remove the heat shield to do this. There have been a few cases where the WGA did not close the WG. Rust on WG shaft.
With WGA hose removed, it should go into very high boost and do a fuel cut/limp-home/CEL on a T7. So it is safe to conclude that the system is not boost capable. So a new BPC that is not connected to the WGA will not be any different. Is the air filter restricted? If that restricted, I would expect it to collapse. So the CAT may be the source of the problem. But a new CAT might be sugjected to the same thing that killed the old one. So you should then attend to any CELs without delay.
So something is seriously wrong with the engine or engine management, or the system is so restricted that it cannot get on boost when the WGA is disconnected. You need some serious investigation and repair.
You need to go over all of the system to find tears in turbo hoses etc. The fact that you get any boost suggests the a hose has not popped off completely.
