Back to engineering school!
Power = torque x engine speed
Power is what makes your car move. Torque is a static measure. As the engine speed increases, power increases. This is why the fastest launch technique is to rev it up to high rpms before dropping the clutch. Not that I recommend doing that on a day to day basis, but it is what works.
Look at the torque & power curve for a 9-5 Aero. This engine has a fabulous, flat torque curve. Peak torque comes at 1,900 rpms and stays the same all the way up to 4,500. So the engine responds very nicely at just 2,000, but the peak power doesn't hit until you're over 4,000.
If you're shifting at 3,500 rpms all the time, you're not getting anywhere close to the full performance out of your engine. Like I said, don't go revving to the redline for every shift, but if it's giddyup time and you need some speed, take it as high as you like!
