I combed this board about a year ago in preparation for buying a 9-3, and bought a certified '00 9-3 base auto at 37K. The manual heater controls appear to only be an issue on the '99. I got the impression that '00 and later models had a substantial number of small improvements over the '99, and this was one of them.
Fuel mileage hasn't been all that I've hoped for-I get high twenties on the freeway, but atrocious mileage in the city. Then again, my average speed in painfully stop-and-go city driving can be as low as 10-15 mph, so that might explain it.
If you go under 60K, you can get the vehicle certified. I'm a "peace of mind" type when it comes to cars, so for me the extra $1500 or so makes me happy in case something serious goes wrong. I've already had two warranty repairs, one major.
As far as rattles, I have the cold-weather creak in the suspension, but that's apparently no big deal and clears up after a few minutes. It's no Benz when it comes to ride, but it's no Chevy either. It'll certainly outshine a Cherokee pretty easily.
