I have a 1999 9-3 convert. Mostly the e-pass is mounted to the inside of the windshield with velcro strips right below the rear view mirror.
I have never experienced a problem with an epass/Saab combination since I first got an e-pass 12 years ago. The e-pass has worked flawlessly in a C900, NG900 and 9-3.
I have had it on the dash board, but the epass has a tendency to slide across the dash board and fly out of the passenger side window.
One of your e-pass centers should have testing equipment for you to check placement on the vehicle.
