Turbo Replaced... now Low Boost (longish)

I just got my wife's 1999 9-3 convertible (base engine w/auto, 107K mi) back from our indie Saab mechanic who installed new turbo and timing/balance chains. Also desludged engine. This is the second time the turbo has been replaced. As soon as I got in and began driving I noticed something was not right. Performance is very flat and it really seems to bog off the line. It clearly does not have the same get-up-and-go that it did before the replacement. In addition to the subjective evaluation I see that the boost gauge always stops exactly in the middle of the yellow range. No matter how aggressive I am it will not go past mid-boost.
This is in contrast to the way it was when I drove it into the shop to have its leaky turbo replaced. At that time the boost gauge would climb smoothly through the yellow and into the red.
Question: Is there an adjustment which the mechanic may have overlooked? I was also wondering if the boost controller might be failing although it worked fine when it went into the shop. Can anyone shed a little light??
Thanks!
-JAS
