That is one concern I had with doing a retorque on the cars that use the older style fiber gasket with metal reinforced areas.
What happens if the gasket is soggy/mushy from oil seepage?
Does it crush under the newly applied torque specs?
I don't have the answer to that but since it is only three different alternatives in this scenario, leave gasket and bolts alone, retorque head bolts or replace the head gasket.
I don't recommend to leave it alone.
Just a retorque will save you some money for now and if it works good, good.
If it fails later on than you need a new head gasket anyway which you would have needed at some point and time if you left it alone in the first place.
Now after done many retorques without having a slew of failed head gaskets right after I feel more confident that at least I didn't make the situation worse by doing it and maybe I gave the car a new lease of life.
