I agree with Stalker and tturboboy. Into the red means you're over-boosting, and the bucking is the ECU cutting your fuel supply as a result.
Overboost is caused either by the BPC or the wastegate. Check the lines going to the BPC, both electrical and pressure/vacuum. The most common cause seems to be the line from the turbo to the BPC coming loose. If all the connections look good, look at the wastegate. If the mechanical/lever-like connection from the diaphragm to the wastegate has broken or fallen apart, the wastegate cannot open even if the BPC is functioning correctly. Reconnect or replace broken parts as necessary.
Since everything else is working fine, it looks like all you have is a small malfunction in the boost control system, so it should be an easy fix.
