There is a Saab service bulletin, 210-1704 UTG. 2, dated 1996, and called
Addendum to the service programme "Retightening of cylinder headbolts"
Perhaps Anders knows if it applies to the same issue, I am not sure
the revision I found online is dated 10/28/01, it reads in part:

Background
It has been found that the clamping force of the cylinder head bolts diminishes after a period of driving and may result in oil and coolant leakage. This can be remedied by retightening the bolts once in connection with Service 1 or during the next scheduled service. Box 1 in the Service Logbook should be marked with an extra stamp when the bolts have been retightened... etc.

I called the Saab support number, and they researched it for me (apparently it took some time on their part) and confirmed that it does apply to my 1996 SET.
So, my assumption was that the bolts may have been tightened in the factory, and loosened up later, and according to Saab should have been retightened one time between 30 and 60k miles.
