Many or ?all? of the 1999's had a problem with some head bolts been loose. So you need to DIY that or pay to have it done. When in there the stuff under the valve cover can be checked for signs of oil sludge and varnish. These engines do not do well with any oil neglect or crappy oil. Once you determine that the engine is clean, you can switch to Mobil 1 0W40 or 5W40. If there are deposits of crud, switching to synthetic can loosen the deposits and that can restrict the oil pump pickup screen which leads major lubrication failure. So you can fix the bolts and access the state of sludge at one go.
If the bolts are loose and left that way, you can be in for a head gasket replacement for over $1000. If you catch the problem in time, then things can be fine.
Once head bolts are right, they stay that way, no need to do again once hand torqued properly.
