NAFTA would only apply to tires made in Canada, USA or Mexico. The form could be filled out by Tirerack, but perhaps the form needs to be filled out by the tire manufacturer, not a retailer. Because, perhaps, a retailer cannot certify anything representing what the manufacturer has done that complies with regulations.
But if the tires were marked made in USA etc on the sidewall, that might be useful.
If the tire is from Europe or Japan etc, then there will be no such benefits. Nafta does not shelter you from taxes, only duties. So you still pay gst+pst. Do the feds collect PST now, they did not at one point, but perhaps the brokers and shippers have been collared with this.
You could have the tires shipped to a tirerack installer across the border, drive there and get new tires, and declare at the border. So then no broker and cheaper shipping, maybe even no PST. If you did not delcare the tires at the border, you could have your vehicle taken away from you as a convenance for smuggling. If you were on a busness trip or long vacation, then you get a break on the amount taxable and the rate. If you were driving towards Chicago area, you could have the tires installed at tirerack, pay the local sales tax (which is close to shipping, so a wash) and be on your way. Make an appointment and they will have your tires out and ready when you get there.
