One guess that I have about fuel filter change and failed FPR (when the FPR actually is at fault) is that it might be strips of rubber seal material from the Saab OEM washers that is clogging the FPR.
Almost 100% of the times when I replace fuel filter it is small pieces of that rubber in and around the banjo bolt and I have to blow it out before fitting a new filter and use copper washers instead.
Some people might even be tempted to reuse the rubber seal washer which they were not meant to be, and that will shed more rubber off and maybe get sent into the fuel lines.
