Regular copper washers can be found at most places I would guess?
Volvo have been using copper washers from day one on the fuel filters and they use the same size filter on most models from 81 to ~94.
Volvo P/N 947621 big washer 14x18mm
Volvo P/N 947282 small washer 12x16mm
The reason why I'm anti against Saabs steel washers with a rubber seal is that I have fished out rubber fragments twice out of the fuel distributor on Saabs with the 8 valve engines after someone replaced a fuel filter.
The fuel filter sits just a couple of inches away from the fuel distributor on those cars.
That fuel distributor does not tolerate any kind of debris whatsoever because of tiny little passages where the fuel needs to flow through. Technically it is not serviceable if you listen to Bosch, but if you are careful you can take it apart and remove the dirt if it would so happen.
