rear viggen brakes - total replacement needed?

I'd like to get a second opinion on this issue about my 2001 Viggen.
The dealer was completing the recall service, and changing my oil and told me that I needed new rear brakes - rotors/pads the whole thing and that my calipers were frozen. I told him to hold off because I usually go to an Indy (Planet Saab Middleton, MA) for big jobs like this.
Well, looking at it this weekend the pads look like they have some life left and the rotors still have the slots. Is it possible to fix the calipers so they work again without replacing pads and rotors too? (they quoted me $585) I'd rather unfreeze the calipers and use the rest of the brakes up before replacing them.
Is this a classic case of the dealer trying to rip me off or is it legit?
