Thats a first!
The hubs need to have some neversieze on the hub/rotor seam to keep water out and some oil to wick into there before that. If the p-brake shoes bind, then they have been adjusted to cope with wear, that only happens when the mechanism is dry/rust/siezed etc. The p-brake shoes should never be routinely adjusted without first removing the caliper and rotor to service the mechanism to allow the shoes to retract properly.
So how were the rotor indexing screws?
