Like Bill says, but here's some details for 1st-gen 9³. The cabin air filter is located in the center just underneath the windshield wipers. There's a DIY post about it somewhere (drs<underscore>install in the NG900 board).
The drain for rainwater above that filter is a big rubber elephant-trunk thing that comes out from the firewall right above the middle of the steering rack. There's also a drain hose for A/C condensate, it's smaller & located down lower. Probably have to get under the car to see it. That smaller one is my guess for what's plugged up. If you drive up on ramps, crawl underneath, you can un-plug that hose. Watch out for a face-full of water when it comes gushing out.
