Hi Rich, No need to be confused. I just opened the hood on my 1999 93Se and confirmed the missing hose is supposed to be going to the Purge valve anout 9 inches away mounted on the side of the passenger strut tower. The hose then comes out the opposite side of the purge valve and about 4 inches later is a green plastic cap that says EVAP service port.
The larger hose you speak of on the TB go to the IAC valve. Both the IAC and the Purge valve should be cleaned form time to time. You can search the BB and find easy to follow cleaning procedures
Heres is what you do. Open the hood ont he car and see if you can find the Purge valve. Then follow the hoses that come out of each end. I think you will find the forward facing end to be missing or unconnected.
