It's based on a case by case study.
If the valve have bent so badly that the valve guide is cracked I send it to a machine shop that change the guides, ream them and grind the valves.
If the guides are good I get new valves and lap/check the valve seat for eveness. If it looks good I put it together myself.
If you have a valve spring compressor you can check it out yourself after removing all the valves but you might have to send it to a machine shop.
