The fuel pump is turned on for a second or two with ignition on. The ECU controls this. After that, the ECU turns on the fuel pump when it detects that the engine is turning. If there is a problem with the crankshaft position sensor, the ECU will not know that you are cranking the engine. The fuel pump fuse is energized only when the ECU pulls in a relay that provides power to it. You can check for voltage at that fuse when cranking, otherwise, you can jumper power to its output to see if that makes the pump work. And you can measure the pumps resistance to ground from there as well.
Some pumps that are not willing to run, will sometimes if the bottom of the tank is smacked.
The ECU will also not fire injectors or plugs if there are CPS problems.
If you get this figured out, perhaps will will then know what a '37' flash code is.
