Check the resistor connection to the fan blower motor. This is located next to the cabin filter and usually corrodes since it exposed to the elements. You can get more info on this by searching previous posts.
The shift linkage bushing can be replaced fairly easily DIY but this may not completely fix the problem. SAAB upgraded to a new style linkage in 1997 and it's a couple hundred dollars for just the new part. The bushing is probably less expensive but it might be a dealer only part. You'll have to re-align the linkage if you take it apart. It's not too bad to do if you follow the instructions in a shop manual. There is a tech service bulletin that describes how to do it too.
Rear brakes can be done in a couple hours or less. The cost for parts looks about right.
Doing a tie rod end should not be too bad. You might need a special separator (these can be picked up as loaners at the major car parts chain stores) You will probably need a front end alignment when finished.
I probably couldn't afford my car if I paid someone every time it needed to be fixed. Some jobs you'll encounter are definitely not DIY and you have to judge where to draw the line for yourself. Use SAABnet and learn how to do the work from others. It can be very rewarding to learn and do these tasks on your own.
