If you have access to a bench grinder, you can grind down the spring at an angle. This is not recommended for a couple of reasons: You have to be exact with your work, which takes forever. You'll wreck several abrasive wheels as spring steel is fairly hard.
If you can find a saw to handle the job, that would be faster but you'll also put yourself at risk of all the drawbacks Dean mentioned, the worst of which is the broken pan...you can probably modify a skid plate to fit, but.....
you can also look for Viggen body kit parts, which drop down lower than the stock bits and will make the car appear to sit lower.
