The resistance of the sender is over 400 ohms when reading full and a few 10's of ohms when empty. An open circuit would make it read full. A short circuit would make it read empty. See if you can get at the terminals from under the rear seat and measure the ohms of the fuel level sensor from there. If you can access these, when you disconnect you should see a full tank. Somene also suggested looking for damage from mice.
If the resistance of the sender is low when the tank is full, the sender may be stuck for some reason. If the sensor resistance looks good, check for damage to the wire nearby under the seat. If no damage, you will have to look towards the instrument panel.
