1) Damage? I don't know. The ECU was trying to make the mixture right based on measurement by the O2 sensor. It has a limited range it can adjust. I suppose if it had been unable to, you'd have a check-engine light??
2) With the hose off, the FPR is still regulating pressure, it just has the wrong reference. The FPR's job is to control the pressure in the fuel rail, to be XXpsi above the intake manifold pressure. For 30 miles yours was regulating to the same XXpsi above atmospheric. So it was too high when you're in vacuum, too low when you're in boost...
