I would not go above 15 psi.
Low boost can be caused by a lot of things. In case of the BPC it would be caused if not enough air is being diverted through the line to the air intake when the waste gate needs to stay closed to build pressure.
The boost air enters the BPC through the turbo compressor port, marked "C". It exists through the waste gate port marked "W", or the air intake port, maked "R". The ecu controls which way it goes. Too much air goes to the waste gate - base boost only. Too little air - overboost.
I would not pressurize the R port more than a few psi, but C and W should be relatively open with the BPC disconnected.
