The ECU could be holding the boost back and one reason why is it is afraid of high intake temps and the other is because the DI indicates that there are near knocking/octane issues. I would clean the injectors and make sure the plugs are right. The octane of the fuel you are using may be part of this as well. A colder plug may also help, but you might find a #7 plug to cool for normal day to day driving.
My 95SET(rip) used to be a dog with 95F or higher heat + humidity. Slow to get on boost and otherwise not very exciting. With a MBC and later precursor to the MBC+A, boost came on fast and there was lots of power. So some of this is boost controler related.
And a turbo has lot more work to do at a higher altitude. Many things going on with that.
