Thanks to enzo's wis uploads I traced my issues to an over pressurized system. I think I missed it by testing it in the am when it was still too cold. It was the high pressure side that got too high (>400 psi) and while I only bleed 5-6 psi on the cold it let out near 50-75 on the hot side. I also learner the hot side increased when you rev the engine and the cold drops. I almost think that's the more important side to pay attention to.
Anyways, bleed some coolant and it works perfectly.

One thing I did figure out is how to repair the a/c clutch without replacing it, if you have slippage. If you've removed all the shims and you still have slippage it is likely because the clutch disc has lost too much metal over the years and the gap is too large.
1. You can grind the bottom of the clutch down a few thousands of an inch (by eyeball.) I used the side of a grinder wheel so the bottom stays flat. Any grinding tool should work but you want to keep it flat.
2. Replace it and tighten all the way.
3. Run the car in econ mode. Most likely you'll see the clutch disc spinning
4. Back the threads of the nut off 1/4-1/2 a turn and recheck. Once you get it so the clutch disc is not spinning (or is barely) moving with the a/c off you are done.

The nice thing is you can do this without removing the a/c clutch or compressor. No opening of the system. Just the bottom panel and a single bolt. Before you do this I would check and make sure that there is adequate current to the clutch and it down attract the disc.
