CEL and Failed Emissions in PA

Hello, I have a 2000 9-3 SE which has had a constant CEL on since it's 60,000 mile service (light came on 10 minutes after taking car from garage after 60,000 mile service). Of course, I took it back to the garage that did the service and they could find nothing wrong with it. They said the code was Vaccum Seal leak and was probably erroneous. They cleared it and, of course, it came on a few days later. Took it to dealer and they said "Vaccum Seal Leak", probably due to improper gas cap shutting (uh, no, I do know how to close the gas cap). They cleared it and of course it came back on a day later. I have never been able to get rid of it and now it is time for a new inspection and the guys at the shop tell me it failed, of course. Any ideas of why I would keep getting "Vaccum Seal Leak"? Could it be a bad hose of bad gas cap??? Could it be something else?
