My gut feeling says that it might be a front oxygen sensor being bad. New spark plugs might be a good start too.
When a shop start to talk about PCV and EGR system service on a 94 900 Saab you should run as fast as possible from that shop.
If you are here in the US (which it sounds like) your car doesn't even have an EGR system and the PCV system is a very simple system with few parts that can break (mainly some rubber grommets and vacuum hoses).
Your car probably have an SAI system though (Secondary Air Injection). That one can also play some tricks with NO gasses. The plastic valve that you hooked the vacuum hose back up can sometimes break allowing un measured air into the exhaust system.
Try to find a Saab shop in your area to help you out.
