included in the price you pay. It is one of the required items on the CPO checklist. They are supposed to give you a copy of the checklist when you buy the car. See what yours says.
Mine came with one key (bought CPO 2002 9-3SE in May 2005) and the dealer gave me a "due bill" for one more key. It took a month or so to come in (something about cutting the blade in Sweden) but once it came in, it was a few minutes to program it.
You may want to call Saab Customer Service and calmly and politely explain the situation and say you would like Saab to have the dealer replace the TWICE and one key at no charge to you because if the dealer had done what they are required to do under the CPO program -- give you two working keys -- then you would only need to buy one key out of pocket instead of facing such an expensive replacement bill.
