I recently went through the same exercise, finally purchasing an '01 9-3 SE Convertible with the premium package on eBay. We looked at 5 or 6 cars -- a couple each from 1999, 2000 and 2001. In the end, we decided that the SE/premium trim with wood dash, ACC and dual power seats was what we wanted and that we were willing to pay a little bit more for a later model year. My wife also wanted the piece of mind that comes with OnStar.
The car that I purchased had nearly 120K miles, but seemed to be in decent shape and a pre-purchase inspection turned up nothing major. Of course, two days after driving it home from Syracuse to DC the A/C clutch failed. I have now invested about $3K in the 10 days that I have owned the car, but my total investmet is less than $14K and the dealer gave the car a clean bill of health.
A/C compressor, idler & serpentine pulley, belt & labor -- $1150
Rear brakes -- $350
Tires, including mount, balance and alignment -- $600
Transmission mount -- $250
120K service -- $600
Misceallaneous parts -- $250
The dealer's service department (International Saab) took pity on me and replaced the SID with many missing pixels with a less damaged one for the cost of labor. The only possible concern is a failing 5th bow motor for the top.
Overall, however, the car is a blast to drive and I am really pleased that I bought something newer. Most of the '98s & '99s had interiors that were not in the best shape and I don't think that detailing would really help. Not sure if this helps, but I think that you can find a newer car within your budget if you are willing to take the time to look. This purchase required a flight to Syracuse and a vacation day, but I feel like I saved a lot, even with the repairs that I have had to make.
