Is this a turbo or non turbo or V6? The pin numbers are different between them.
I haven't had to replace an ECU for that reason.
Most (if not all) of the cases with no communication is that the pin in OBD2 socket is backing out of the socket when inserting the scan tool.
Sometimes you need to get your fingers in behind the socket to support the pins while installing the scan tool adapter.
I don't know about testing resistance over pin 7 and 16 with key off?
My book talks about testing for battery voltage between pin 83 (88 V6, 33 T, 7 on obd2 socket) and pin 28 (ground) when scantool is not connected and for 0V when scan tool is connected.
