Well, first of all. Keep in mind that it is some 150-200 different reasons to turn on the same freaking warning light so each of your repairs might have been the correct action at the time but now it is something else.
The P1964 I can't find so I don't know what scan tool you used to retrieve that code?
Both P1251 and 1260 indicates that the throttle body probably has gone into limp home mode and not been reset properly.
Do you know the procedure how to reset fault codes and then manually reset the limp home mechanism on the throttle body?
Start with that and see if some other codes comes back or if the throttle body goes back into limp home mode>
The P0101 indicates a leak in air intake tubing between air mass meter and throttle body. But I would focus on the throttle body codes first.
Keep in mind that less expensive scan tools might not give the proper fault codes as what Saab is using to determine faults.
