besides the blue smoke on cold start, you can check the throttle body...
on a cold engine, remove the intake pipe (clamps and one bolt near the battery - careful not to damage o-ring) push open the butterfly and if you see fresh oil in the intake manifold -- only place for that to come from is the turbo...
had to replace mine ('00 185 hp 55K miles) -- its a Garrett GT17 SAAB p/n 5955703 -- have to remove battery, pull exhaust manifold, power steering pump, drain coolant... check exhaust manifold for leaks - i had broken exhaust stud which was a pain to replace and the exhaust manifold was warped and had to be milled flat. will have to loosen manifold and all brackets and intake/exhaust connections to turbo before you can loosen/remove the banjo fittings for coolant and oil.
to see the turbo p/n you have to remove the shield and look (probably with a mirror) on the intake side of the turbo housing - its stamped on the flat surface of the housing...
had mine rebuilt by evergreen turbo for $345 - have seen exchange units by saabnet sponsors for $440
