I've owned Saabs and 4wds, and lived in hilly areas of Pa., so here's my advice: The older Saabs (99's and original 900s) have more ground/fender clearance than the newer 900s and 9-3's, and with a good set of Hakkapelitta's were incredible in snow and ice, even deep snow. I now own a ng900 and see a little bit of dropoff (However, I'm using "all conditions" tires b/c of storage considerations rather than dedicated snows). Also, my 900 is an auto, whereas my 99 and old 900's were manual, so I have a bit less modulation over wheelspin and can't use the engine for braking.
If you live in Pa., you probably know how to drive in the snow, so you'll do fine in a Saab.
As for a 4wd, you don't specify whether you're talking about a car- or truck-based platform. I think something like an Audi allroad or Subie might do a bit better than a 9-3. Audi and Subaru do know a bit about rallying, probably more than Saab at this point. As for the point that 4wd isn't an advantage going downhill, that's probably correct. But here's something to consider: many truck-based SUV's have a low range, which you can use downhill to increase resistance/friction.
If it were my call, on purely safety reasons, I'd go 4wd. I'd guess you could get a pretty nice Outback for the same price as a comparable 9-3.
Of course, you'd miss the 9-3 in dry weather/rain...
