Yes, that is the e-brake sticking. The wheel and caliper need to be removed to allow the rotor to be pulled. Then the drum brake mechanism can be cleaned and lubed. The problem could also be in the cable. While its acting like this, it would be good to avoid setting the e-brake. Both sides probably need some attention. Clean pad slots to remove rust as well and put some brake lube in the pad edge contact points as a rust deterent. Also put on the retaining pins and hold down spring.
It is a design from the 1960's, perhaps earlier. I cursed it on Volvo's, Opel's and now Saab's.
