Anyone know about Middle East and Pacific spec cars?

I ran across a strange problem today where the low speed cooling fan was always on when starting the car.

After checking the normal culprits like temp sensor and relays I realized that the A/C circuit demanded the ICE computer to turn on the cooling fan at all times.

The cooling fan normally turns on when you start the A/C and the pressure rise in A/C system to a certain level.

What I finally discovered was that at the A/C receiver/dryer, it was an extra wire harness hooked up in series with the A/C 4 wire pressure monitor and that this adapter pulled the 4 wires down to two and with that, created a scenario so that the ICE computer thought the A/C pressure was high enough to turn on the cooling fan.

This extra wire harness was a Saab factory wire with a part number (4737417) and all and it says that it is used on Automatic cars in Middle East (ME) and Pacific (PA).

I have never seen that harness before on US cars and I also cannot figure out why they would like to have the cooling fan on at all times in Middle East and Pacific regions even when the A/C is turned off.

Here in US we already have an extra switch on the A/C condenser that is for hot climate regions that turns on the high speed function of cooling fan if temperature is climbing too high.

When I removed the harness adapter, everything went back to normal with the cooling fan cycling on and off with the signal from temp sensor and turned on when starting the A/C.

So maybe someone have run across this and knows the answer.
