I don't know if many modern cars are that Do It Yourself friendly anymore. You'll certainly get more DIY support for a Saab on SaabNet than for any other brand, there are some amazingly capable folks here, but I would certainly make myself aware of a competent local independent Saab mechanic either way as you'll at least need their friendly help to go along with the excellent DIY advice on this board on a used Saab without a factory warranty.
I'd certainly want to take a used Saab back to the place that had done the service on it for a pre-purchase inspection or at least be able to call them to review the service history.
You might consider a later model Certified Pre Owned hatchback with several years of remaining warranty from a dealer who is familiar with Saabs is you are unfamiliar with Saab reliability.
The '99 9-3 is pretty much a carryover of the NG900 from '94 to 98' and was pretty well perfected by then instead of having any first year kinda' issues.
You're on the 9-3SS bulletin board for 2003 and up non-hatchback cars. Consult the NG900 - OG9-3 BB board for models between 1994 and 2002 of which a 1999 9-3 belongs in.
