Stanchion Arm Bushings installation : sleeves

I have a question for someone who has installed the stanchion arm bushings in the past. I know Nickshu has (I've been following his instructions on this from January 2002 (see the link below)).
I wonder if the sleeves that go inside the bushings (the light gray part on the picture) are supposed to protrude from it and into the body of the subframe? I wonder if that is how the bushing is meant to be kept vertical?
My problem is that I did no expect that the bushings will come without the the sleeves, and that they had to be ordered separately. When I look at my old sleeves, they are the same height as the bushings itself. If they serve no other purpose other than to make the shaft narrower, then I could presumably use any piece of pipe.
If, on the other hand, they are of a very specific height and diameter -- such as to protrude into the surrounding metal, then it's another story...
