A lot depends on whether indeed the damage is limited to just the cover. Lots of supports, braces and periphery body stuff that's seen and unseen that could need replacing. Probably $800-1,000 at a body shop. The cover comes unpainted.
The bumper guy vendors can often do magic if the bumper is not destroyed, usually for just hundreds. Much cheaper than a body shop repair. Ask the local Saab or other high-line dealer who they use and I bet your insurance company has a recommended bumper guy (non-bodyshop) vendor.
