Your T5's TB would not cause surging. An unsteady or surging idle could be caused by a fouled IAC that did not allow its swing valve to move smoothly. When cleaning the IAC, it is a good idea to also clean the TB. See prior posts for details.
A slipping clutch from galzing and/or major wear could allow the revs to surge up if the clutch were slipping, but that would be a throttle dependant thing.
None of the above should trigger a CEL.
